In Ukraine, simplified the conditions of construction activities

The law should contribute to the improvement of Ukraine in the ranking of Doing Business.

President Petro Poroshenko signed the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding Improving the Conditions for Conducting Construction Activities”, which will contribute to raising Ukraine’s “Doing Business” rating, as well as deregulating economic activities in construction.

This was reported by the press service of the head of state.

The document abolishes the requirement regarding the need to obtain source data and technical conditions from the State Emergency Service of Ukraine, since the designer is obliged to develop project documentation in accordance with state building codes and other legal documents, where such requirements have already been taken into account.

The law also introduces amendments to Article 17 of the Law of Ukraine “On Architectural Activity” by excluding the provision on the possibility of professional attestation by citizens who have not received higher education in the relevant area of ​​professional attestation. This will provide an opportunity to improve the professional level of contractors in construction, which in turn will improve the quality of their work. The document also defines the legal conditions for improving the collection of state statistical reporting data on the completed construction projects that were taken into operation - the functions of the archstroy control were transferred to local governments, and there are no obligations to provide statistical data in this area.

The law comes into force on the day following the day of its publication. Within a month, the Cabinet of Ministers should adopt the regulations necessary for its implementation and bring its regulatory acts in conformity with the specified document. As reported by UNIAN, Ukraine in 2016 rose by 3 points in the Doing Business rating - to 80th place from 83rd. Ukraine has shown the greatest progress in simplifying the opening of a business (20th place from 190th), the smallest - in the fight against corruption (140th place from 190th). According to the government's plan, this year our country can enter the TOP-50 of the Doing Business rating, and in 2018 - in the TOP-20. However, for this it is necessary to adopt a significant package of bills - more than 30, some of which are already registered in parliament, and some must be approved by the government.
