Reconstructing is more difficult and much more expensive than rebuilding and even developing new lands. In addition, the reconstructive strategy needs legal, organizational and financial support. Otherwise, investments flow away to more convenient places, degradation zones increase, the price of real estate falls on vast areas and, as a result, the investment potential of the city decreases. This happened with different cities of the world, for example with Liverpool.
· Comparing the options for the development of the city, the authors of the textbook sought to determine the optimal ratio between the renewal of old territories and the development of new ones. Due to the reconstruction, at least 20% of the total increase in the housing stock should occur.
· Today in the central regions, for example, of St. Petersburg, 62% of jobs are concentrated. The population density goes in waves: the highest in the center, in the industrial belt (within a radius of 7 km.) The dip is 10 times, and in a radius of 13 km - a surge of 5-7 times. In residential areas, population density is 15 times the density of jobs. In order to ease the transport pressure on the historical center and relieve public transport overloads, urbanists propose to stabilize the number of residents at the very core of the center, to occupy and saturate the reconstructed industrial zones.
· The authors of the textbook foresee stabilization of the population of the city’s core precisely through the reconstruction of the housing stock. Residential areas for high-density building will increase due to the reduction of industrial warehouse areas.
· In areas of mass housing construction, building density will increase, but the population will not increase: housing will be more spacious.
· In the suburbs, low-rise construction is activated, and landscaped gardening will gradually begin to turn into permanent housing.
