Commissioning of facilities:
SNiP 3.01.04-87 "Acceptance of the completed construction project".
Objects are accepted in two stages:
1) acceptance from the contractor by the acceptance commission from the customer;
2) acceptance from the customer by the state acceptance commission.
1. Prikmka completed construction work commission of the customer-developer:
The working commission is appointed by orders of the management of the organization of the customer-developer.
The working commission includes representatives of:
- customer-developer;
- general contracting organization;
- subcontracting construction organization
- the operating organization receiving the object;
- general design organization;
- Sanitary inspection authorities;
- fire authorities;
- inspections of the Ministry of Labor;
- the trade union organization of the customer-developer and operating organization;
- state supervision.
By decision of the customer’s management, other representatives of interested organizations may be included in the composition of the working commission.
The appointment of a working commission is made in advance, no later than a month, and for large construction projects with a large amount of equipment, a production line - for several months.
The working commission shall be drawn up no later than five days after receiving the written notification of the general contractor about the readiness of acceptance.
The approximate list of technical documentation provided by the working commission on industrial and housing and civil construction:
The general contractor provides:
1) a set of working drawings for all parts of the project for construction, the object being received, which is an executive document with the signatures of the responsible employees of the general contractor, on the compliance of the in-kind work with the drawings and entered into them;
2) the log of construction and installation works, as well as a general construction work log;
3) the log of supervision, if it is not combined with the general;
4) certificates of examination of the hidden construction and installation activities;
5) acts of intermediate acceptance of assembled structures and certain types of work;
6) acts of testing and acceptance: installed process equipment, process and plumbing pipelines, electrical devices and networks, as well as weak current systems, devices providing explosion, fire safety and lightning protection.
7) certificates, technical passports, shipping and other documents of factories certifying the quality of the materials, products and parts supplied for construction;
8) laboratory tests, acts and statements produced during the construction of materials and products;
9) a list of construction and installation organizations involved in the production of construction and installation works, and signatures of key officials.
The listed documentation remains with the customer-developer and is transferred to the acceptance committee.
Registration of acts of the working commission:
According to the results of the working commission acts are drawn up, the act must be attached: a list of deficiencies and defects.
Control over the elimination of defects in the prescribed warranty period:
1) for civil works within a year from the date of transfer of the object into operation, except for housing;
2) completed installation of equipment, industrial wiring and electrical equipment for six months;
3) for refractory masonry stoves - 6 months;
4) by the central heating system - within one heating period after commissioning;
5) external networks and sewage - 1 year;
6) ventilation and vnutryanka - 6 months;
7) for residential buildings within two years from the date of acceptance, regardless of the type of work.
2. Acceptance for operation by the state acceptance commission:
The State Acceptance Commission accepts commissioned objects completed with construction only if they are fully prepared for operation, staffed, provided with energy resources and raw materials, deficiencies have been eliminated and the production of the goods (services) stipulated standards for the development of design capacity in the initial period.
Not allowed to be accepted with a change in the composition of the launch complexes.
Objects of housing and civil purposes may be accepted only in a fully completed and completed state.
For production projects, the state commission is appointed three months before acceptance, for civilian buildings in 30 days.
Documentation provided by the customer-developer of the acceptance commission:
1) approved design and estimate documentation (set);
2) acts drawn up by the working commission with the application;
3) a list of design and survey documentation;
4) a list of SM organizations producing SMR;
5) documents on the allotment of a land plot for construction;
6) documents for geodetic center layout:
7) data of geological and hydrological surveys on the construction site, ground surveys and analysis of groundwater aggressiveness;
8) in addition, on production facilities: passports for technological equipment, a certificate from the customer about the availability of books registered in the state technical supervision service for equipment under his control;
9) certificate of the customer about the provision of the object with energy, water, raw materials, steam, gas, etc.
10) for housing and civil objects construction permit (by the body of state building):
- certificate of BTI on the volume in kind of the constructed premises and a landscaped area, certificate of the customer on the estimated cost and its actual costs;
- conclusion about the analysis of water for drinking purposes.
