  Construction organization project

A construction organization project should be prepared by a general design organization developing a project or a working design, or, upon request, by a design organization performing the construction part of the project. Separate sections of the POS of large enterprises or complex buildings and structures (installation of unique technological equipment, automation equipment) should be developed by the relevant specialized organizations.

The source materials for the compilation of the PIC are:

- business plan;

- survey materials;

- decisions on the use of building materials and structures, methods of organizing construction and the means of mechanizing construction and installation works on the main structures, agreed with the builders, as well as data on the use of sources and the procedure for providing construction with water, electricity, steam * and local building materials;

- information about the possibility of ensuring the construction of local workers, residential and cultural and community facilities;

- data on the capacity of general construction and specialized construction and installation organizations, the availability of the production base of the construction industry and the possibilities of its use and development;

- information about the relevant contracts in cases of construction of facilities based on integrated equipment.

POS should be developed simultaneously with the development of construction and other parts of the project, the working draft in order to link the space-planning, design and technological solutions with the conditions of the organization of construction and production work. Separate sections of the PIC, compiled by specialized design organizations should be mutually linked with the general decisions made in the project.

The composition of the PIC include: 1). construction schedule, which, on the basis of the general organizational and technological scheme of construction, gives the sequence and timing of the construction of main and auxiliary buildings and structures, start-up complexes and preparatory works, with the distribution of investments and construction and installation volumes by construction and time.

* - It is given in the form of a fraction: in the numerator - the volume of capital investments, in the denominator - the volume of construction and installation works.

The nomenclature of objects and works is established depending on a type and features of construction.

The schedule of work performed during the preparatory period is drawn up in relation to Form 1 with the distribution of the scope of work (column 4) by months.

2) construction master plan with the location of permanent buildings and structures, areas for the placement of temporary railways and highways, basic engineering communications, warehouses, installation cranes and mechanized installations, facilities of the production base (with the designation of objects built during the Preparatory Period, as well as existing buildings to be demolished;

3) organizational and technological schemes for the construction of the main buildings of buildings and a description of the methods for the production of complex construction and installation works.

4) instructions on the composition, accuracy, methods and procedure for constructing a geodetic center base, and for particularly complex objects - a special section on geodetic support for construction;

5) a statement of the volume of construction, installation and special works (including the installation of process equipment) with the release of work on individual objects, start-up complexes. The list of works depends on the type and features of construction.

6) a schedule of the need for building structures, products, parts, semi-finished products, materials and equipment with distribution by facilities, start-up complexes and construction periods;

7) a schedule of the need for the main construction machines for the construction as a whole;

8) schedule of the need for personnel;

9) explanatory note containing:

- description of the construction conditions;

- justification of production methods for complex construction, installation and special works, including those carried out in winter conditions, decisions on the construction of large complex buildings and structures;

- justification of the need for basic construction, road machines and mechanisms;

- justification of the need for vehicles, loading and unloading machines, machinery and storage facilities;

- justification of the need for housing and cultural and community services, as well as decisions on the sources of needs coverage;

- justification of the need for electricity, water, steam, oxygen, compressed air, as well as inventory buildings and temporary facilities for the production of construction and installation and sanitary services for workers;

- recommendations on the structure of the management of construction and the composition of organizations-builders

- recommendations on the selection of inventory buildings and structures with an indication of the accepted model projects, the estimated cost of these buildings and structures, and other costs for auxiliary and supporting buildings and structures for the construction industry;

- The main technical and economic indicators.

For particularly complex objects, the PIC additionally includes:

- integrated enlarged network schedule, which determines the duration of the main stages of design and construction, the sequence of construction of individual buildings and structures in the starting complex, the delivery time of technological equipment;

- arrangements for the preparation for the development of the design capacity of the enterprise, including equipment testing and commissioning, the provision of raw materials, materials, energy, components and parts and staffing the enterprise;

- a situational construction plan with the location of enterprises of the material and technical base of residential settlements, external roads and roads, adjoining stations to

Ways Min. Transport, with communication lines and power lines, with drawing the boundaries of the territory of the object, deforestation and areas temporarily allocated for the needs of construction ..

PIC for simple objects can be compiled in a reduced volume and consist of:

- construction schedule with the release of the work of the preparatory period; construction plan; statements of the scope of work, schedules of demand for materials; brief explanatory note.

The determination of the scope of work and the calculation of the need for material and energy resources are carried out in simplified ways: according to the projects of similar buildings and structures using samples from working drawings; according to the current “Handbooks of the enlarged indicators of estimated cost and resource consumption”, “Enlarged estimated standards for buildings and structures”, “Indicators of estimated cost and resource consumption” and other standards. The need for cars, vehicles, energy and other resources is determined by calculation or according to the current design standards for 1 million rubles of the annual volume of construction and installation works. Indicators are calculated for 1 million rubles. in prices until 1984. The transition index to 1984 prices is + 1.26, and the transition index from 1984 prices to current prices should be recognized in the Ural Center for the Economy and Pricing in Construction.

The number of workers in construction (payroll) is determined on the basis of average annual output.

When developing a standard project or a working draft of an enterprise, building, structure, basic provisions should be developed for the organization of construction, containing requirements for the construction plan, organization and methods for the implementation of the main types, indicating their volumes.

When selecting a construction site, the project organization is obliged to agree with the general contracting organization on the main decisions and initial data on the PIC, namely:

- the use of local building materials; I

- the use of mechanization of the main construction and installation works, taking into account their presence in the contracting organization;

- the choice of a transport scheme with the provision of construction materials by local building materials, for which individual binding of individual rates is permitted in the established manner.
